Respected All, As per recent RBI Circular No. DOR.STR.REC.12/21.04.048/2021-22 dated 5th May, 2021 the Resolution Framework 2.0- Resolution of Covid-19 related stress of Micro, Small and Medium Enterprises(MSMEs) that “The aggregate exposure, including non-fund based facilities, of all lending institutions to the borrower does not exceed ?25 crore as on March 31, 2021 Most of the Medium enterprises are having the loan exposure more than Rs.25 Crores and most of the enterprises had issues during the Emergency Credit Line Guaranteed Scheme. With your great efforts, our honorable MSME Minister’s suggestion, the RBI has changed the total amount of loan exposure to Rs.50 Crores for MSME during the Emergency credit line scheme last year. I shall therefore request you to please change the aggregate exposure, including non fund based facilities, of all lending institutions to the borrower does not exceed 50 Crore (FIFTY CRORES) as on March 21, 2021 in place of Rs.25 Crores for Covid-19 resolution of Covid-19 related stress of MSME.

I think it’s just in the papers, it’s only is we know how we have managed to pay our EMIs, we had to face Chq Bounce and we are left with nothing. All the savings have been wiped out and we are still locked in our homes. There’s no loan we get and we get that’ll be to pay the existing loan. Shouldn't the Business & Statutory guidelines for MSMEs be different from those of Corporates. Do MSME's have the financial strenght to to hire Advisor's for Stressed Business management, Labour & Bad debts. The law has to be friendly to MSMEs in particular considering MSME Start up are based on either Technical knowledge and/or Business & Marketing knowledge. 70% of the MSME's lack the Administrative and FA advisory due to either lack of Financial strenght or poor knowledge. IN a meet with Mr. Prithviraj Chauhan, we had suggested then ( 2013 -14) that MSME's must be supported with Labour Holidays, which means that, like tax holidays, disallow formation of Labour Union's by the labour on their own or with the assistance of the political affiliated unions for a period of 5 years from commencement of Business. AND, a single window Flat tax for 5 years - PF /ESI/and all other L/Tax @ flat 25% of the basic. These are 2 areas a startup & MSME's are at Sea. Likewise, GST payment must be linked with Payment receipt from the client. Currently, whether the client pays or not, the seller is liable to GST payment and Penalty with Interest if delayed. MSME needs soft relaxed but stern gloves for MSME's to learn to handle grew areas of Business & Management.
